Timeout issue

I have set up port forwarding on my Belkin router. I have tested on two
different computers out side of my network using the java interface and it
has worked perfectly. However at work I get this error "
java.net.ConnectionException: Connection timed out: connect" before I see
the password box. I also have set up my routers remote management and can
reach my router from work using port 8080. Another guy at the place where I
work has set up IP cameras at his house and is using port forwarding and
dynDNS (i use dynDNS also) and is using ports 801 & 802 and can reach these
from the office. I tried changing my ports on my VNCServer to 801 & 802,
but I get the same timeout error.
 I thought maybe this was a firewall issue, but don't understand how it
could be if the other guy is using the ports and can view his cameras but it
doesn't work for me. I have tried this on a few different PC's at work with
the same outcome. All windows firewall are disabled. My machine is XP and I
have tried a XP & 2000 machine at work. VNC works fine from other computer
on my network.
