VNC Not connecting

I have what I think is a Windows issue regarding VNC.  I have two systems which I use for remote support, both have the same VPN software as well as VNC.  I can get the VPN client to connect, however, on one of the PCs, VNC will time-out trying to connect.  I actually have the same issue with RDP.  I turned the Windows Firewall off, but still no connection.  My other PC works fine with VNC and RDP.

Both systems are running XP-Pro w/SP2.

Does anyone have any suggestions, I am sure it's a simple windows configuration change.
