There is not enough information in your email. The error indicates that 
computer ether unreachable or vnc server is not running. One simple way 
would be to do reverse vnc connection:
On your machine run listening viewer. Make sure to open all needed ports.
Tell your sister to run vnc server and select "Add New Client" from menu 
that you get by right clicking on vnc tray icon. In the dialog that 
opens tell her to type in your ip address.
This will connect her computer to yours and you can configure things.

There are lots of faq that you can read on configuring vnc client.
