Failed to Connect to Server Again

Good Morning

I've searched the archives and read many postings about this topic. 
After a week of trying different things I've read about, I'm still 
unsuccessful. Maybe someone can tell me what I'm doing wrong. Here's the 
specifics:

I'm trying connect my home computer to my office computer using TightVNC 
version 1.3.9. My home computer, with Windows ME,  has a dial up 
connection to the Internet via PeoplePC and runs the TightVNC viewer. My 
office has a small network with a server and two workstations. One 
workstations, with Windows 98se, has a dial up connection to the 
Internet via CoreComm. It is also the Internet connection sharing 
computer so the other workstation on the network, with Windows XP SP2, 
can connect to the Internet. I want to connect to the Win98 computer 
which runs TightVNC server as a service. It's set to use the default 
ports of 5800 and 5900.

I have disabled using a proxy host on both my home and office computer. 
When I hover the mouse over the systray icon the IP address shows 
external IP address, today it's 69.95.232.16 and the internal network 
address, 192.168.0.1. When I point my browser to 
www.whatismyipaddress.com, it shows the same external IP address as above.

 From my home computer I can ping my office computer successfully. When 
I try to telnet my office computer I don't get a connection. When I try 
to connect with TightVNC viewer I get "Failed to connect to server".

I have to missing some setting somewhere. Can anyone tell me what it is?
