VNC automatic start up and restrictions on close

OS: Win Xp pro sp2

As admin, how do I set it so that the VNC server starts up,(prefereably
without showing the icon in the system tray),automatically whenever the
system starts and onl an administrator is allowed to kill the process or
program from running??

Can this be done in a domain environment also and if so,how?? Server win
2003.
