Can't connect to localhost

I am using Windows Server 2003.  I started the VNC Server in User Mode
(4.1.2) but was unable to connect to it using the VNC Viewer from another
computer on the same LAN.  The error was "read: Connection reset by peer
(10054)".  I thought there might be an issue with the ports, so then I tried
to connect to it from the same computer where the server is running but I
still got the same error.  I tried using localhost as well as the internal
IP address but I still cannot connect.  I ran "netstat -a" before starting
the VNC Server and it did not show 5900 being used.  After I started VNC
Server, it shows LISTENING on port 5900.  What could be the problem?
