   First, you have your normal background image set as whatever you 
prefer. Then, in the same dialog and tab that you set the background 
image, look for the Color dropdown box. Select blue here.

   In Windows, the color you select here is the fill color of the 
desktop  when there's no wallpaper image -- which is exactly what you're 
looking for.
